Ice-based monster parts can be found exclusively in snowy areas, you can either roam the surface looking for Ice Lizards or you can also visit caves there for more parts and many more. My best bet is to look around the snowy mountain in Rito Village, you can find some Ice-Breath Lizalfos and a ton of caves to explore.
